>> in the news this sunday morning, november 11th, hundreds of veterans will march down market street in san francisco today for the annual veteran's day parade. we will have a live report. we are following developing news in indianapolis, indiana where a huge explosion has leveled two homes, killing at least one person. good morning, everyone. thanks for joining us. i'm carolyn tyler. let's start with the quick first look at the weather with our meteorologist lisa argen.

>> hi, carolyn. good morning, everyone. you can see the nice clear start we have. with that the frosty temperatures. a frost advisory once again for our north bay valleys. but even our east bay dropping off this morning into the 30s. we have 30s at our coast. once again, a very chilly start and we could see numbers drop into the upper 20s. hopefully you brought the plants in and protected all the animals. we will be looking at those numbers to climb through the 30s and 40s throughout the rest of the early morning hours and by the afternoon. we are in the mid-50s at our coast and sunshine, a few clouds around. lower 60s on the highen. that's just a few degrees warmer. we will lock for warmer days ahead but also we have rain in the seven day outlook. i'll have it for you a bit later. carolyn. >> thank you, lisa. you know today is veteran's day. a day to honor those who have served this country.

one of the biggest bay area observances will be a parade in san francisco. we are joined live from the route where the streets are going to be blocked off later this morning. >> more than 100 homeless veterans have signed up to walk in the veteran's day parade through saint anthony's dining room. at saint anthony's about 20% of the 3,000 people who get a hot meal each day are vets. at the end of the day saint anthony's will give gift bags to the homeless vet which includes deniesings nations of new shoes, t-shirts and toiletries. this morning at 10:00 the coast guard cutter ussbirtholtz is due to return to home port. the crew spent the last 150 days on patrol in the arctic. they played a key role in flat

security exercises called operation arctic shield. >> in are all sorts ever veteran's day events all over the bay area. here are a few. at 9:00 milpitas will announce the recipient of hi first veteran of the year award. and 10:30 the golden gate national cemetery has a ceremony called when the troops come marching home. most local events are taking place at 11:00. alameda county holds a flag ceremony with local veterans speeches at the community center. dallas in san leandro. concord salute take place at the vietnam veterans memorial in new hall park. >> if you like more information we have it on our website. >> a scary moment for passengers on a flight out of oakland international when the southwest flight arrived at the denver airport yesterday evening. the plane slid off the taxi way. ground was frozen, covered in a light snow. these are images from the images

from passengers. no one was injured. everyone on the flight had to be taken to the terminal by bus. one of them told us what happened after the plane landed. the pilot apparently tried to turn and when he did that, the plane just kept skidding forward. and right before he ran off the runway, he hit the jets hard to reverse to slow the plane down but at that point there was nothing he could do to stop it from going off. >> that passenger, brad harris, also told us he has nothing but praise for the southwest crew the way they handled that incident. >> the oakland raiders defensive line coach will take time off after his 4-year-old son died. terrell williams' son tyson became ill this month. they aren't commenting on what the illness was. tyson just celebrated his fourth birthday days ago. williams will be allowed to take off as much time as he needs. the search for san jose

murder suspect came to an abrupt end yesterday when the man was found dead in his car. the body of 50-year-old troy nosenzo was found off highway 129. please believe he died from an overdose of sleeping pills. he was suspected of killing his 54 year old wife, patricia, whose body was found inside whose body was found inside their home friday morning. san francisco is doing battle to bring new business to the city but now phoenix is jumping in trying to lure california k we take a look at what's happening. on election night governor jerry brown celebrated the passage of proposition 30. 54% of voters decided to raise income taxes on the stat's top earners and agreed to a hike in sales taxes. >> we think the recent tax package that was passed that really targets what we call high performers or producers from an economic perspective is going to really start to dislodge the

serial ceo management and places in places like silicon valley. >> in a bid to turn it into opportunity. the greater phoenix council launched a new program this week aimed at luring california companies away. >> we think it will happen. we know virginia, north carolina, texas, south carolina will be in the target talking to california businesses. we want to present a greater opportunity for phoenix. >> the phoenix group hopes to fly in 50 ceos. they are interested in luring leaders of companies with 200 employees or more to intro them to arizona's lower tax structure. >> we would encourage them to go because once they go to a place like that they will say this isn't, you know, this isn't certainly where i and my key people want to be. >> jim heads up the bay area council. he said companies here are always being courted by other cities and states. and he says some california companies like yelp have recently expanded into places like scottsdale, but he's not

worried about companies relocating. >> most of the businesses who are here and who are the most successful here, they aren't succeeding because of the cost structure is the lowest. they are succeeding because they the best here. >> and he says the bay area has a great combination of strong universities, of very well-educated workforce, lots of venture capital investment and, of course, a very good quality of life. and they all combine to help retain innovators here. in san francisco, abc7 news. coming up next, an explosion rocks an indianapolis neighborhood, leveling two homes and setting others on fire. and the sex scandal shakeup at the cia. new details revealed about why david petraeus left his post.

this is abc7 news. >> this morning a 5.8 magnitude aftershock has hit northern myanmar hours after a deadly earthquake struck. an initial count shows 12 people are dead. the magnitude 6.8 quake hit the former country of burma just after 7:00 30 sunday their time.

a death happened when a bridge under construction collapsed. >> developing news, an indianapolis neighborhood is in ruins this morning as authorities try to determine what caused the deadly explosion that leveled two homes last night. officials now say at least two people were killed, two injured. firefighters put out a raging fire following the explosion. the blast forced about 200 people to evacuate. investigators say all power, gas and other utilities to the home that exploded had been shut off. they hope to learn more this morning as we can examine the site bidet light. it shattered windows and damaged dozens of surrounding homes. president obama's re-election victory just got a bit bigger. florida now in the president's column by a nose. state officials say the president took 50% of the vote compared to 49% from mitt romney. the results mean the president took eight out of nine swing states, losing only north carolina.

the final electoral college results now read president obama 332, romney 206. coming up at 8:00 abc's "this week" "examines the election. what president obama did right and what the republicans need to do and what both have to do to avoid falling off the so-called fiscal cliff. that's coming up at 8:00 right here on abc7. we are learning more this morning about the scandal involving david petraeus. his sudden resignation as head of the cia is still sending shockwaves through washington. petreas said he accepts all the blame for his own downfall after nearly four decades in international affairs, it was an extramarital affairs that brought david petraeus'

distinguished career to a jolting end. in a statement to cia employees he acknowledged the liaison, expressing his extremely poor judgment. it's unacceptable, he said, both as a husband and as a leader of an organization such as hours. >> if they found out about an extramarital affair they could use it as blackmail against you. >> he has been married to his wife holly for 38 years. they have two children. they met when he was a west point cadet and she stood by him as he raced on the fast track up the ranks to four-star general. last year he resigned his commission and was sworn in as cia director. this is the other woman. paula broadwell. a 40-year-old wife and mother of two. she's his official biographer. >> to get to know him he wanted to run with you? >> i thought i was going to test him but he was going to test me. >> seen here on the daily show with jon stewart, she is a west point graduate who traveled

parades and it will feature a lot of sun shane. definitely chilly starting out with temperatures a little frosty in the north and east bay. and how about this? we've got the snow for you in tahoe. this is heavenly. the tahoe valley airport, 5 degrees. so we are looking at snow making machines going through the next couple of days, but mother nature helping out by next weekend and taking you back home, numbers here are quite chilly. it's oldner the east bay. and at our coast this morning you can see the clear sky. the sun officially up in less than 30 minute and setting at about 5:00. so it will feel pretty good out there by mid-afternoon if you are in the sun, but certainly a chill to the air. live doppler 7 hd, fog up to the north and novato. boy, is it cold in santa rosa again. 32. 35 in livermore. look at concord at 36. good morning, san francisco.

oakland as well, just in the mid-40s. except for the north bay, everybody is cooler this morning. look at the coast. >> 36 degrees half moon bay. so temperatures are ranging from no change-up in napa, maybe a couple degrees warmer in santa rosa, but everyone else, yeah, it is a colder start. the winds are calmer all around the bay. yesterday we had the west wind and the north wind. this morning pretty nonexistent. it allows the cool, dense, colder air to drain into the valleys and it settled right on into the bay a few clouds around. we will talk about the frosty start this morning and then a little bit warmer. we will see more 60s today, then 50s and showers really not returning until the end of the week. we are talking late thursday. and even on friday favoring the north bay. but then by next weekend things changing. so here's a look at our satellite and radar composite. high pressure in control. there's a weak cold front to the north of us. we will see sunshine a couple

high clouds from time to time and it's due to this system that's spreading the rain to the north of us. here we are going to the next couple of days. today sunny and cool. but those numbers trying to recover. a weak system stays to the north but up towards point reyes we could see maybe a shower come tuesday. the main activity stays well to the north of the north bay. and then as we go through wednesday and thursday, still we are looking at the rain remaining offshore. and it's by next weekend things get interesting. 61 today in oakland with 58. the football game today, it will be cool but nice and sunny out there. upper others palo alto, 60 in san jose with 62 antioch a long way to go from where we right now. 63 gilroy. here's the accuweather seven-day forecast. necessary the numbers really coming up into the middle to upper 60s by the milling of the week. even a 70-degree reading not out of the question. increasing include on thursday. a chance of showers favoring the

>> welcome back. thousands of veterans are waiting to see if

the department of disability affairs will grant their claims. they find many veterans will be unfairly denied benefits because of errors made by the v.a. errors. here's abc7 news anchor dan ashley with more in this morning's assignment 7 report. >> i knew it. i knew i was going to get my claim approved. i knew it. >> in 2008 the department of veterans affairs denied jose roundtree's disability claim for post traumatic stress disorder. >> what do you have to do, get shot? there is more than one way to get wounded. i was mentally wounded. >> he was on a navy destroyer in that engaged in battle off the coast of beirut, but the v.a. couldn't find any evidence that he was in combat. >> i just did a quick google search on military history sites and i was able to verify that his ship that he was on was actually in combat. >> jamie fox was a claims processor at the v.a.'s oakland office.

>> i brought it to the attention of the supervisor because i was new and i didn't know what to do. >> fox never saw roundtree's file again. five months later she was forced out. her termination letter said she was let go because she did not send roundtree a letter denying his claim. >> i was in shock. i was confused. >> fox filed a wrongful termination suit against the v.a. the agency declined several requests to discuss her case on camera. but in a deposition the former director of the v.a.'s oakland office did talk and shed light on how the agency is run. lynn flint said it didn't matter if the agencys' decision in roundtree's case was right or wrong. >> they aren't interested in quality, they are interested in production and getting the decisions done regardless of whether they are right or wrong. >> attorney gordon has successfully sued the v.a. on behalf of veterans. he doesn't represent roundtree

or fox but he's not surprised but what happened to them. >> the system is simply broke and we can do a lot better for our veterans. >> the v.a. said their error rate on disability claims is 14% but the center for reporting analyzed a subset and found an error rate of 38%. then there's this. the board of veterans appeals said the agency made mistakes in 73% of cases. he said errors are often the result of a well-known practice at the v.a. >> there's a practice known as top sheeting. a famous term in the v.a.. and that is basically you take a look at the file, you take a look at the top few pages on the file and you write a decision. >> in a statement the v.a. said it's retooling procedures and employing paperless data it systems. their goal is to reduce their error rate to 2% by 2015. >> i want to see dramatic changes taking place now. >> this congresswoman said errors are contributing to the

v.a.'s huge backlog of disability claims. >> there's no benefit in pushing a determination out that's wrong because in the end it will be appealed and it will make the record look even wars. >> appeals represent 38 percent of their 819,000 pending disability claims. by the time jose filed his first claim, he spent 17 years in the navy and more than a decade on the streets addicted to drugs. >> i lost it. i had a major breakdown. >> while he was waiting for the v.a. to process his claim, his family struggled financially. the same day he received his denial letter he got a job offer from the v.a.'s healthcare division. now he works as a cook at the medical center in sacramento. jamie fox now works for the same division of the v.a. that hired roundtree, assisting veterans in santa rosa. her lawsuit is still pending. this spring she found roundtree on facebook. >> i was so nervous calling, i

didn't know how he would respond. >> he heard what happened to his claim and he heard about her job. >> i fell her pain and anger and everything about her because she and i connected. 1983 a few weeks later they met and fox convinced him to file another claim. >> it's not just for me but it's for every other vet that's out there that is suffering. its for every other vet that's coming back home that they are going to see a difference, okay? i want these vets coming back from overseas and get fair, better treatment. >> dan said jose roundtree has been waiting for five months to hear if the v.a. will approve his new claim. on average veterans who submit claims to the oakland office will wait a year for a decision. >> veterans who are amputees, amputees athletes and pair para-olympians all showed up yesterday in san francisco for an event just for them. it was a clinic that featured hands on training, classroom instruction and the latest in prosthetic gear. one of the organizers told us

these clinics give amputees hope and a way to feel more integrated in society. the physical reaction is people's physiological well-being is improved definitely. but from a psychological perspective, it opens such doors to people that they never thought was possible follow the trauma of an amputation. >> participants had a chance to scale a wall and get in a bit of swimming. about 100 athletes showed up for that event. the season of giving is already in full swing throughout the bay area. abc7 news reporter tomas ramon has a look at one early texas -- early thanksgiving dinner. >> thank thank i for the food! >> this day of thanksgiving started off with a prayer, then hundreds of people began to feast on food provided by the hilltop church of christ in richmond. the food was doled out by dozens of members of the congregation and volunteers. he said this is the third year he attended the event. he's homeless and welcomed the free meal.

>> it feeds me for the day. i lived in my truck for three years in richmond. they feed me. >> the church puts on what they call every day is a thanksgiving event the past eight years. last year so many people throughout richmond came to eat that this year they rented a tent to accommodate what they knew would be a huge crowd. >> last year we had 3,000 totally, actual dining as well as our everyday market. >> it is not only the meal kicked by church members that serve, people are also given a member to get clothes and groceries, which includes a free turkey or ham for their own thanksgiving meal. tamika has three children and are here to gather food for their holiday meal. >> things are not so good. i'm a full-time student and single parent so it's kind of tough. >> people truly have a need. people have lost their homes, people have lost the clothe on their back and they are just looking for a way to be able to leave day-by-day. >> most of what has been given

we have a progress report right now on the smart train. that's the north bay measure from four years ago. old train tracks have been pulled out and new tracks are being laid for the north bay's first commuter train. abc7 news transportation reporter heather ishimaru explains. >> the aptly-named tamper machine lifts, levels and straightens new rails and tamps down the loose rocks underneath. it's a painfully slow process when you consider it has to

cover 38 miles of new tracks between santa rosa and san rafael, what will be phase one of the new sonoma-marin area transit or smart train. >> this was measure q. it passed in 2008. we passned it with nearly 70% yes vote by i think by any electoral standard is a tsunami. >> maybe so but it's not been without controversy, especially after the recession slashed revenue estimates. to compensate, it was cut into two phases. phase one will cover from the road in santa rosa to downtown san rafael. old rails and ties, some dating to the 1940s, had to be pulled up from what was once the northwestern pacific line that first operated here in the 1880. >> what can be reused, we will do that and whatever not they are taking the metal off to recycle and grind the ties up and burn them for power generation plants will actually burn them. it's getting 100% reused.

>> ten miles of new rails have been laid down so far with another shipment of 1500, 1600-foot segments arriving from colorado in a few days. the old wooden ties have been replaced with concrete ties which are quieter and last longer. >> along with new tracks and new ties, there also has to be new ballasts. that's the lose rock that gets mounted underneath the track. >> the hope is that the train will be a reliable alternative to the often congested highway 101. the train will travel at up to 79 miles an hour but. though it's not the entire system approved pure years ago, they insist it will be effective. >> it captures about 70% or 80% of the whole ridership in the

new this morning, one of the wealthiest bay area communities has received quite a windfall after facebook moved its headquarters to menlo park. the peninsula city of atherton has received $350,000 from the social media giant to quiet concerns about increased traffic. today san francisco chronicle reports the payment was made by facebook to appease concerns in neighboring communities. atherton leaders are still deciding how to spend that money. thousands of non-native critters are being plucked out of san francisco's mountain lake park. it's part of an effort to bring back the lake's natural ecology. mountain lake is part of the park service. it's goal is to to keep preserves the way nature made them. the four-acre pond is one of the few natural bodies of water in the city.

over the years people have been dumping invasive fish, turtles and other creatures in the lake from home aquariums. now crews are using nets to scoop out some of the innovators, including at least 500 young carp, a large mouth bass, and that's just so far. >> that's a really nice lake in the city. were saying, lisa, were going to go over to your computer and make sure everything was all set up? >> yes. it is looking like it's going to be a pretty dry week. we will warm up and the rain looks like it will hold off until the end of the week. but that's good news if we are looking at sierra snow and getting into more of a seasonal forecast. but we have to warm up first, right? >> okay. >> if you head outside. mount tam is chilly with numbers once again in the 30s in our north bay. and with clear skies we are looking at the sun coming up. already did two minutes ago. 6:46. sets at 5:01.

from the roof camera a beautiful shot. light wind. and the 49ers return home for a division match-up against the rams. we will look at temperatures just a the bit warmer today. live doppler 7 hd, we have had some fog up in novato, also santa rosa. otherwise it is a clear and cold start once again. it's much colder not the east bay valleys along the coast. it's colder everywhere except the north bay. 32 santa rosa. that's where we have the frost advisory. but look at the numbers into our east bay valleys. 36 con core, 35 in livermore. we talk about that 39 in san jose. look at the 36 from half moon bay. and it is definitely cooler. san francisco and oakland 3 do 6 degrees colder this morning. that's due to the wind. nice and calm. and we get that colder air just settling on in. so this morning, even though it's cooler, we are going to finish out a little bit warmer. still below average today. but right on through the middle of the week we will continue to warm up and see numbers top out

we look like we will get wet again. in terms of our temperatures today, even though it's a cold start out there, we are talking about upper 50s it had. that's about three degrees warmer downtown. still shy of the average 61 in oakland with 61 today in san jose. low 60s for concord and livermore. a few clouds from time to time and a cool 58 in clear lake. 62 in santa cruz today. 60 in salinas. set a record yesterday at the tahoe valley airport where temperatures were in the teens. it's 5 there this morning. snow making machines, highs only in the 40s there. notice our numbers continue to go up day-to-day. we will see a milder afternoon. a few clouds on tuesday. still warmer by wednesday. thursday and friday a chance of showers extreme north bay and looks like next weekend would be wet again. >> but this weekend justify a teeny little increase? >> yes. >> thank you, lisa.

steven spielberg's new fill "lincoln" is in select theaters this weekend and opens nationwide next week. based on a book, it centers on lincoln's fight to end slavery. abc7 news, arts and entertainment reporter don sanchez calls it ethic. here's his on the isle review. >> the fate of human dignity in our hands. blood has been spilled to afford us this moment. now, now, now! >> abraham lincoln, the civil war and his effort to pass a constitutional amendment that abolishes slavery. beliefs run deep. this film pulls no punches. lincoln tries to gain support for the bill and end the war. >> i don't think an amendment for this piece you cannot have. >> how many hundreds have died? >> congress must never declare equal those who god declared unequal. leave the constitution alone. >> it puts today's gridlock to shame.

alongside stephen spielberg's masterful direction, there is daniel day lewis pour trying lincoln as a simple, not a terribly sophisticated man with homespun humor. >> it's the self-evident truth, things which are equal to the same things are equal to each other. >> a bit of a loner. there are some surprising things. like when he rides around in an open carriage. sally fields is great as the troubled mary todd lincoln. by it is about daniel day lewis. >> this very well may be the best picture of the year. you can line up your critics choice awards and our oscars. never seen anything like it. it begins with the battlefield sequence like saving private ryan but then the battleground becomes the floors of congress and the weapons are words, and an amazing performance by daniel lewis. you feel he is lincoln. and expect nominations for sally field and tommy lee jones. it is a spielberg spectacular
